Disposal and recycling options are different for oil-based paint and water-based paints. Water-based paints are quick-drying, have no strong odor, and are most commonly used for household projects. Oil-based paint has a notable odor and is used for high-water areas like trim, doors, or outdoor areas. Water-based paint is not flammable, while oil-based paint is, which is why it should not be included in recycling or garbage collection. Interaction with other materials and the chance of a spark could fuel a potential fire.

Education Pitfalls and Best Practices:

  • Avoid messaging that implies that all paints are managed the same way. Oil-based paints are toxic, while dried latex paints are not. Many household hazardous waste collections have begun rejecting latex paint for this reason.
  • Providing ample information on disposal and recycling is important, and guidance on source reduction is just as important. The best way to manage paint is to buy what is needed for the project and no extra. Linking online tools like those at PaintCare can help residents reduce leftover paints. Reduction should always be an emphasis of paint recycling education.
  • Consider paint swap shop events or permanent locations.

Michigan Perspective:

Many states have adopted paint stewardship laws that require retailers to provide disposal and recycling programs for used paint. Michigan does not yet have a stewardship law and, while extended producer responsibility (EPR) laws may require manufacturers and sellers to pay into paint recycling systems in the future, at this time, no such requirements exist. For this reason, most of the paint recycling programs that exist are connected exclusively to household hazardous waste events that are provided by municipalities. Looking toward the future, paint manufacturers and retailers alike may work more closely with recyclers and municipalities to provide services for paint recycling and disposal voluntarily.
